Abstract
Lack of discipline possessed by teachers greatly affects the teaching and learning process. The head of the madrasah plays an important role in resolving problems in the madrasah by providing personality competency development to teachers. Competency development is very important to be implemented to resolve existing competency problems in the madrasah. Teacher personality competency is a qualification that every teacher must have which must be continuously developed and improved, so It is necessary to develop teacher competence to improve teacher personality competence. The aim of this research is to determine the leadership style of madrasah heads in developing teacher competence, to find out about programs in developing teacher personality competence and to find out the obstacles in developing teacher personality competence. This research uses qualitative research methods using data collection techniques in the form of interviews, in-depth observation and documentation. The subjects in this research were the head of the madrasa and one teacher at the madrasa and the analysis used descriptive qualitative analysis techniques. The results of the research found that: firstly, the leadership style applied by the head of the madrasa was a democratic leadership style, secondly, there were quite a lot of programs implemented by the head of the madrasa, such as seminars, worshop, commemorating Islamic holidays, congregational midday prayers. The third obstacle in developing teacher competency is the cost of implementing the program.
