Abstract
This research is based on the level of community livelihood structure in Sumberkembar village, Pacet sub-district, the majority of which are farmers and farm laborers which are now starting to decrease every year due to changes in the flow of industrialization and the Covid 19 pandemic, resulting in reduced agricultural land, decreasing farmer income and ultimately resulting in a farmer crisis. young. Thus, the welfare of farmers is getting lower. To measure the quality and welfare of humans that reflect sharia values, the Islamic version of the concept of human development is known ( Islamic Human Development Index). I-HDI is calculated based on data describing the five dimensions of maqashid sharia , namely for the dimensions of religion (ad din), soul (an nafs), intellectual (al'aql), posterity (an nasl) and properti (al mal). Maqashid Sharia is God's goal in establishing laws for the benefit (welfare) of servants in this world and the hereafter. This study aims to analyze the implementation of maqashid sharia in the farming community of Suberkembar Village, Pacet District, Mojokerto Regency. This study uses descriptive qualitative research methods with the research location in Sumberkembar village, Pacet district, Mojokerto district.
The results of this study in general there is a disparity in the quality of human development in each dimension of maqashid sharia. In the hifdz ad din dimension, public awareness is still relatively low to fill the prayer rows in the mosque, in the hifdz an nafs dimension for maintaining the soul, there are still many deaths due to unhealthy living habits besides that there are cases of drugs and crime rates that are still low happened in Sumberkembar village, in the dimension of hifdz al 'aql, the phenomenon of the situation in the village is not yet fully evenly distributed, there are obstacles in internet access and there are still few children from school to college, in the hifdz an nasl dimensions there is family disharmony where many divorce cases have occurred in recent years, and in the dimension of hifdz al mal economic growth of the farming community in Sumberkembar village, there is a decrease in crop yields as a result of industrialization which causes a decrease in agricultural land. Coupled with the Covid-19 pandemic, the quality of human life has not been evenly distributed. The gaps in each dimension indicate a mismatch between the potential for human development and the concept of welfare which has not fully achieved the Sharia values in it
